The LEED Silver certified John M. Harper Branch Library and Stork Family YMCA was completed in 2011, with a 2018 addition. Located on a 3.1 hectare site, the approximately 68,422 gross square foot (sq. ft.) facility is divided into three distinct areas: a Waterloo Public Library branch; a YMCA with pool, gym, and fitness centre; and Common Areas. The building has two above-grade storeys and basement. Environmental features include a number of energy efficient components and a vegetated roof. We provided condition assessment for the existing facility in a format that links asset management reporting with development of facility renewal project budgeting and planning. This format of condition assessment informed the overall Asset Management Plan and assist in maintaining the City's asset reporting to meet accounting and upper tier requirements.
JMA's Building System Approach tracks over 70 potential site and building systems. It identifies performance criteria for each, and its contribution to the function and operation of the whole. The City was familiar with this system from its use at the recently constructed Eastside Branch Library project at RIM Park's Manulife Sportsplex. We adapted the system further, with a more detailed approach to the components of each system such that particular preventive and end-of-life renewals can be planned and executed. We also adapted the system to dovetail with the City's asset reporting structure and actuarial function.
We have had success in dealing with assessments, renewals and renovations in this way, avoiding further cost and expense for our clients. Where further expertise is required for specific evaluation of HVAC, Plumbing, or Electrical, we proposed performance testing on a case-by-case basis in conjunction with review of maintenance logs and our engineering subconsultants.
